It was declared during the meeting of the Committee that the Bill (Reg.№3437(instead) envisages the improvement o the order of licensing of the market participants in the sphere of heat supply and centralized water supply as well as outlet.
In particular the amendments should be introduced to the Law "On Licensing of the Economic Activity" re the specifics and technological processes of heat energy production, transporting of heat energy and its supply as separate types of activity. According to the bill, transporting of heat energy is monopolized king of activity and production and supply of heat energy adjacent markets.
The Bill also envisages that the centralized body of the executive power in the sphere of heat supply is held licensing of the work on the production of heat energy at the rates implemented by the licensing conditions.
Moreover the Bill suggests the amendments to the Laws "On Heat Supply" and "On Drinking Water and Drinking Water Supply".
